I don't know which is better, setting an AppleScript to have the Shift-Cmd-O key or attaching a script to the menu command, but you can also save an AppleScript to ~/Library/Application Support/BBEdit/Menu Script/File•Open from FTP/SFTP Server.scpt and have it execute whenever you select the menu or use the keyboard command. To have it override the command completely, return false from the menuselect handler within the AppleScript. Go to Help>User Manual in BBEdit to open the manual and check out page 268 (at least in my copy of the PDF), "Attaching Scripts to Menu Items".

Fetch, Interarchy and perhaps other FTP/SFTP clients can also be set to treat double-click as "Edit in BBEdit".

"an option to BBEdit that would bring Transmit forward when I press command-shift-O"

Why not write an Applescript: "tell application "Transmit" to activate" and set its command key to be Cmd-Shift-O in the Scripts palette?
